      On January 8, 2008, The General Office of the State Council issued the "Notice on Restricting the production, sale and use of plastic shopping bags". From June 1, the "plastic restriction order" was implemented nationwide, and the system of paid use of plastic bags was implemented. Hainan also began to "limit plastic" in October of the same year, but after the "limit", the use of disposable plastic products can still be seen everywhere in Hainan. 

      In February 2019, Hainan announced the Implementation Plan for a Comprehensive Ban on the Production, sale and Use of single-use non-degradable plastic Products, putting the ban on plastic products on the agenda. In April 2020, Hainan took the lead in banning the sale and use of disposable non-degradable plastic bags and plastic tableware listed in the List of Hainan Province Prohibiting the Production, Sale and Use of Disposable Non-degradable Plastic Products (The First Batch) in Party and government organs, public institutions and other institutions, tourist attractions, large commercial supermarkets, hospitals and other industrial places.      There are many alternatives to fully biodegradable plastic bags, but they must meet the requirements of being recyclable, easy to recycle and biodegradable. The first is reusable, such as environmentally friendly cloth bags, stainless steel tableware, ceramic cups, etc. Paper products followed; The third is biomass products, mainly bagasse, bamboo fiber, starch and other biomass; The fourth category is all biodegradable plastic products.
